A dynamic new large format retail development is underway within the thriving Papamoa Plaza precinct, offering a rare opportunity for retailers to establish a presence in one of New Zealand’s fastest-growing coastal communities.
Set in a high-profile location adjacent to the centre’s main car park, the development is designed for flexibility, with space to accommodate five to eight retailers, depending on tenancy configuration.
Ease of customer access, high visibility, and strong foot traffic from the established centre make this an attractive option for national and regional brands looking to expand.
Interest is already building, with a nationally recognised homeware retailer and national pet retailer having secured space in the development highlighting market confidence and the strategic value of this Bay of Plenty location.

The property benefits from a well-connected roading network, ensuring convenient access for customers from across the region.
Nearby amenities – including an on-site childcare centre, the local library, and a mix of dining and retail – add to the location’s appeal.
Papamoa Plaza itself features approximately 18,000sq m of retail floorspace, anchored by Woolworths and The Warehouse, and is part of a 70,000sq m landholding.
This centre sits within the broader ‘Papamoa Town Centre’ as identified by locals, a vibrant hub that also includes factory outlet centre Fashion Island, Pak’nSave, and Mitre 10.
The new development is being delivered by respected national construction firm Naylor Love, with construction scheduled to commence later this year and completion expected in mid-2026.
Papamoa is a vibrant and fast-developing coastal hub, just 11km south-east of Tauranga, one of New Zealand’s most dynamic and rapidly expanding cities.
According to the 2023 Census, Tauranga’s population grew by 11.5 per cent between 2018 and 2023, with the neighbouring Western Bay of Plenty District increasing by 10.4 per cent over the same period.
As one of Tauranga’s largest suburbs, Papamoa is at the heart of this regional growth.
The total trade area that is served by Papamoa Plaza had an estimated 73,290 residents in mid-2024, including 57,750 and 21,600 in the main trade area and primary sector, respectively, as noted in the Macroplan Trade Area Analysis report.
The area's coastal lifestyle, strong transport links, and growing commercial infrastructure make it an increasingly attractive destination for both retailers and investors.
Leroy Wolland, National Director of Large Format Retail at Colliers, has been exclusively appointed to lease the development and notes a significant gap in the market.
Wolland says Papamoa is an area that is experiencing considerable population growth with residential developments quickly taking shape.
“The area is underserved from a large format retail perspective so this development will help address a major need in the Papamoa retail landscape,” Wolland says.
“There is an affluent catchment of people within 15 minutes of this easily accessible location.”
Wolland says with two tenants confirmed, the next steps involve attracting a tenancy mix that will meet a broad array of needs for shoppers.
“We are seeking expressions of interest from compatible retailers from the marine, outdoor, automotive, appliances, homeware, lifestyle, apparel, and sporting sectors who wish to be part of this new development.”
Tinline Property is developing the site and CEO Jamie Gaskell says the sustainability minded project will include the use of solar power and is going to make a significant difference to the surrounding area.
“We are really excited to bring this development to life and look forward to offering visitors and locals an enhanced shopping experience. We intend to deliver a complementary mix of stores in the development,” Gaskell says.
“We cannot wait to get underway and get construction moving and this development promises to be a valuable addition to the local shopping options.”
Expressions of interest are now open for forward-thinking retailers who want to be part of this exciting new chapter in Papamoa’s retail evolution.
